According to a tweet from Distinguished Engineer Matt Cutts, Google's anti-SPAM department, Google Penguin 2.1 was launched yesterday, Oct 4th, 2013.

The first update to the second-generation Penguin algorithm designed to target web spam and it will affect "~1% of search results to a noticeable degree." This has been the 5th update of Google Penguin since this algorithm appeared.
